Pakistan has been trying to raise the issue of dividing Jammu and Kashmir into two parts for the last one week on the international stage.  However, he himself has taken several such steps in a part of Kashmir in the last 70 years.  This part of Kashmir has been illegally occupied by Pakistan since 1949.  This part

 Sources familiar with the Pakistani administration's model said that Pakistan had divided it into two separate administrative zones, two years after PoK had illegally captured it in 1949.  One part of it was named 'Azad Kashmir' and the other part was named 'Federal Administered Northern Area'.

 Subsequently in 1969 Pakistan formed an 'Advisory Council' for the 'Federally Administered Northern Areas'.  In 1994, this Advisory Council was converted into a 'Northern Area Council' under a legal framework order.  Five years later, Pakistan passed the Legal Framework (Amendment) Order, under which the 'Northern Area Council' was changed to 'Northern Area Legislative Council'.  It was later replaced by the Gilgit-Baltistan Empowerment and Self-Governance Order in 2009.  A source said that under this order, Pakistan has constituted an 'Assembly' and a 'Gilgit-Baltistan Council' there.
